Rayne Planning Commission hears appeal

Repairs on a rental house damaged in the August flood may have been for naught.
The house at 810 W. South First St. is owned by Byron Malbrough, a Rayne native now residing in DeRidder. He bought the home from his father, Luke Malbrough, in 2013 for $31,000.
The house has been vacant since September when its occupant was “incarcerated,” according to Byron Malbrough.
Sometime in late November or early December, repair work was begun on the home. However, no permit for the work was ever obtained.
“I was notified that there was work going on so I went to check,” said Mark Daigle, city Building Inspector and Flood Plain Administrator. “I saw a bunch of debris and evidence of work so a legal ‘Stop Work’ order was issued and posted on the front door in accordance with city ordinance.”
That was on Dec. 7, 2017.
The very next day Luke Malbrough went to city hall where Daigle said he explained that the order had been issued because no permits had been applied for nor issued for that address. He also explained that the home is located within a flood zone and, according to city ordinance, when performing substantial improvements to properties within a flood zone, if the cost of improvements exceeds 50 percent of the value of the property, the building must be elevated and brought into code.
Daigle said he also informed Luke Malbrough that, since the home is rental property, it is considered a “commercial project,” therefore the work must be performed by a licensed or registered contractor.
All of those points were reinforced by Cooney Richard, the state-certified third party building inspector, when Luke Malbrough revisited city hall on Dec. 13, according to Daigle.
Daigle went on to say that, on Dec. 15, just two days after the meeting with Richard and Mayor Charles “Chuck” Robichaux, he witnessed people working on the property again. He said he entered the building and informed the workers of the “Stop Order.”
It was during an on-site visit with Luke Malbrough on Dec. 22 that Daigle said he noticed that the protective cover had been removed from the electrical meter base by prying open and that workers had apparently illegally tapped into the city electrical system.
He had the city cut the power at the utility pole, but two weeks later, during another visit, Daigle said he saw an extension cord leading to an abandoned home next door where the meter had similarly been tampered with.
The power to that building also was disconnected at the utility pole “to prevent any further tampering and ensure public safety.”
Daigle said that one of the workers stated that he had been instructed by Byron Malbrough to continue working on the house.
Byron and Luke Malbrough were at the Monday, Jan. 30, meeting of the Rayne Planning Commission to appeal the “Stop Work” order and to dispute the mandated elevation of the structure.
Byron Malbrough contended that the repairs on the house will be completed at a cost of less than $15,000. He also contended that the house has a “market value” of at least $31,000, the price he paid for it.
No certified assessed value of the structure was presented.
But Richard, who at one point during Monday’s 90-minute meeting, said the home is “beyond repair,” said monetary value of the structure is inconsequential.
He presented a “Residential Substantial Damage Estimator” that uses a percentage breakdown of repairs.
“This estimator would work on a million-dollar house,” he said.
According to the RSDE, Richard said repairs to the house would amount to 65.2 percent of the value of the building.
Richard and Daigle agreed that the house needs to be rewired and replumbed before either would recommend reconnecting city utilities.
Wayne Wyatt, the newest member of the commission, asked Byron Malbrough why he continued to work on the house after the “Stop Order” was issued.
The owner said he never received any paperwork from the city notifying him of the order and, when he learned of it, he said he thought it had been issued only because of the tampering with the electrical meter.
After extended discussion, the commission denied the Malbroughs’ appeal with the understanding that in order for work to continue, all the necessary city permits must be obtained and all required inspections must be passed before utilities will be reconnected.
The commission’s action will now be forwarded to the city council for final approval. The council will meet Monday, Feb. 13.

Special election races set for Acadia voters

Parish voters will elect representative, judge on March 25

Louisiana Democrats ceded yet another seat in the House of Representatives Friday (Jan. 27) as qualifying for the March 25 special election to fill House District 42 closed with two Republicans and no Democrats qualifying.
John Stefanski and Jay Suire, both from Crowley, both Republicans, were the only two to enter the race to fill the legislative seat previously held by Democrat Jack Montoucet, who recently was appointed as Secretary of Wildlife and Fisheries by Gov. John Bell Edwards.
Also on Acadia Parish ballots on March 25 will be races for judge in the 3rd Circuit Court of Appeal (3rd District, Division B) and for a vacant alderman seat in the town of Basile.
Three candidates, all Republicans, All from Lafayette, have qualified for the judge’s race, including Vanessa W. Anseman, Candyce Perret and Susan Theall.
In the Basile race, two Democrats, LaToya Howze and Darrell Reed, are candidates.
The last day to register to vote in person or by mail for the March 25 election is Feb. 22. The last day to register to vote through the GeauxVote Online Registration System is March 4.
Early voting for the primary election will be held March 11 through March 18 (except Sunday and holidays) from 8:30 a.m. to 6 p.m. at the parish Registrar of Voters’ office in Crowley.
If a runoff is need in the judge’s race, it will be held Saturday, April 29.

Henrietta “Poochie” Miller

In loving memory of Henrietta “Poochie” Miller, who passed away on Sunday, Jan. 29, 2017, at Lafayette General Hospital with loving family by her side. She was 74.
A Mass of Christian Burial will be Celebrated on Wednesday, Feb. 1, at St. Joseph Catholic Church in Iota. Rite of Committal will follow in the Reed Cemetery with Father Jude Thierry Celebrant.
Henrietta or “Poochie” as she was affectionately called by family and friends was a homemaker and devoted her life to the care of her family. She was a very kind and giving person. She enjoyed shopping and going to the Casino. Her greatest joy in life was her family, she was a loving mother to four children, Leonard “BooBoo” W. Cloud Sr. and wife, Debby, Donald “Noonie” J. Cloud and wife Cheryl, Wendell “KeeKee” P. Cloud and wife Rhonda and Pamela A. Cloud and companion Bobby Bourque all of Iota; her loving brother, Patrick A. Miller of Mermantau Cove; the eight joys of her life, her grandchildren, Stephanie Menard, Leonard Cloud Jr., Catherine Mouton, Courtney Cloud, Nicholas Cloud and Amanda Deville; three step-grandchildren, Jim and Sam Andrus and Marcus Dronet; eight great-grandchildren and five step-great-grandchildren; as well as extended family and friends. Poochie will be loved and remembered in our hearts forever.
She is preceded in death by her husband, Joseph William Miller; parents, Alfin and Elvena Pousson Miller; two brothers, Preston and Larry Miller; and a sister, Catherine Courville.
At the request of the family, visitation will be held at Ardoin’s Funeral Home in Iota on Tuesday, Jan. 31, from 11 a.m. until 10 p.m. and again on Wednesday, Feb. 1, from 8 a.m. until time of services. A Rosary will be recited at 6 p.m. on Tuesday.

Emery Joseph Meche

Crowley - Funeral services were held on Wednesday, Feb. 1, at a 2 p.m. Mass of Christian Burial at St. Joseph Catholic Church in Rayne for Emery Joseph Meche, 86, who died Monday Jan. 30, 2017, in Lafayette.
Interment was in the St. Joseph Cemetery #2 Mausoleum in Rayne.
Rev. Clint Trahan, pastor of Immaculate Conception Catholic Church in Morse, was the celebrant of the Funeral Mass and conducted the funeral services.
Survivors include wife, Loula “Lou” Richard Meche: two sons, Raphael Meche of Rayne and Troy Meche and wife Kristine of Rayne; three step daughters, Gina Neumeyer of Crowley, Cherie Smith of Madison, Wisconsin, and Rhonda Daigle Moncla and husband Charlie of Lafayette; two stepsons, Ricky Daigle and wife Patty of Midland and Steven Daigle of Rayne; three sisters, Iris Meche Boudreaux of Rayne, Ella Meche Gary and husband Wilbert of Lafayette, and Bonita Meche Bergeron and husband Waymond of Lafayette; 12 grandchildren, 13 great-grandchildren, two great-great-grandchildren.
He was preceded in death by father, Louis Meche; mother, Beatrice Bergeron Meche; two brothers, Lloyd Meche and Melvin Meche; and sister, Onera Meche Brasseaux.
A Rosary was prayed Wednesday, Jan. 31, at 7 p.m. in Gossen Funeral Home in Rayne.
The family requested that visitation be observed in Gossen Funeral Home on Tuesday, Jan. 31, from 4 p.m. to 9 p.m. and on Wednesday, Feb, 1, from 9 a.m. to 1:30 p.m.

Dorothy M. Dies

Funeral services will be held on Monday, Jan. 30, at 2 p.m. in the Duhon Funeral Home Chapel in Crowley for Dorothy M. Dies, 76, who passed away on Thursday, Jan. 26, 2017, at 5:58 p.m. at the Acadia General Hospital in Crowley.
Pastor Berl Adams, Pastor of the First Baptist Church in Church Point, will be officiating for the services. Burial will be in the Estherwood Cemetery in Estherwood.
The family has requested the visitation to be held on Monday, Jan. 30, at 9:30 a.m. until time of services in the Funeral Home Chapel in Crowley.
Survivors include one son, Oscar and wife Beckie Dies of Indian Bayou; two daughters, Suzette and husband Michael Trahan of Estherwood and Andrea Dies of Mansfield, Texas; three grandchildren, Nikki Beard, Brandon Simar and Robert Simar; two great-grandchildren, Ian Beard and Caydence McCrocklin; and one sister, Annette and husband Steve Guidry of Mermentau.
Ms. Dorothy was preceded in death by one great-grandchild, Katlyn Simar; her parents, Ozzie and Elia Myers; and one brother, Robert Myers.

Sandra “Sandy” Ann Thevis Myatt

Sandra “Sandy” Ann Thevis Myatt passed away on Jan. 21, 2017, in Ponca City. She was 73 years old.
Sandra was born on Jan. 9, 1944, to John and Martha Thevis in Crowley. She was one of 8 children. Growing up, she spent a lot of time and worked hard on the rice farm and helped take care of her brothers and sisters. After high school graduation, she attended radiology school in Houston, TX and became an x-ray tech. Sandra worked as an x-ray tech for over 25 years at St. Joseph’s Medical Center/Ponca City Hospital, as well as working a few years at the Cancer Center.
She married Tom E. Myatt on Nov. 19, 1967, and they began their life together of almost 50 years by moving to Ponca City. They had one daughter, Kristi, in the spring of 1973.
Sandra loved crafts, baking for family, friends and church, reading, and doing crossword puzzles. She was an amazing cook and shared her love of crawfish and Cajun food with many. After retirement, Mah Jongg became a huge part of her life where she continued to grow her circle of friends. Her two grandchildren were the highlight of her life, and she spent as much time as she could loving on them and spending time with them. Sandra had a huge heart and was a loving wife, an incredible mom, amazing MeMe, caring sister and a true friend to all those who knew her.
Sandra is survived by her husband, Tom E. Myatt of Ponca City, Oklahoma; daughter Kristi (Myatt) Tomlinson and her husband Thane of Castle Pines, Colorado; two grandchildren, Avery and Jack of Castle Pines; four brothers, Robert Thevis and wife Sadie of Simmesport, Michael Thevis and wife Glynda of Orange, Texas, Steve Thevis of Mowata and Pat Thevis and Carolyn of Mowata; two sisters, Antoinette Coignard and husband Richard and Marian E. Thevis, both of Mowata; and many nieces and nephews.
She was preceded in death by her parents, John and Martha Thevis; and her sister, Kathleen T. Langlinais.

A rosary will take place Tuesday, Jan. 31, at 11 a.m. at St. Lawrence Catholic Church, Mowata, followed by inurnment in St. Lawrence Cemetery.

Nugie Roy Jr.

Mr. Nugie Roy Jr., 68, passed away Wednesday, Jan. 25, 2017, at Heart Hospital in Lafayette. Mr. Roy wished to be cremated and the family will have a private memorial service at a later date.
Mr. Roy was born Dec. 11, 1948, in Crowley to Nugie Roy Sr. and his wife Cecile Miguez Roy. Nugie was a rice farmer for many years.
Preceding Mr. Roy in death were his parents, Nugie Roy Sr. and Cecile Miguez Roy; as well as two sisters, Juanita Roy and Dorothy Roy.
Mr. Roy is survived by his wife, Sarah Roy; two daughters, Angie Gage and Juanita Roy; and three sons, Tim Roy, Cody Dodge and Conrad Roy.

Jeffory Dwayne Pray

A memorial service was held on Saturday, Jan. 21, at 1 p.m. at Fountain Memorial Funeral Home, 1010 Pandora Street, Lafayette, LA 70506 for Jeffory Dwayne Pray, 56, of Charlotte, North Carolina, who passed away from congestive heart failure, on Monday, Jan. 7, 2017.
Visitation was observed on Saturday, Jan. 21, at 12:30 p.m. until the time of services at Fountain Memorial Funeral Home in Lafayette.
Inurnment will follow in Fountain Memorial Cemetery in Lafayette.
Jeffory was born September 21, 1960, the son of James and Mary Pray. He was an Acadiana High School graduate of 1978.
Jeffory was loved dearly by his family including his wife of 30 years, Carolyn Hanks Pray; his daughter, Ava Grace, 12, and his son, Beau Cameron, 17. He is also survived by his mother, Mary Pray; his sisters, Valeri Pray Ronstadt and Deblyn Pray Ceeley and one brother, Steve Pray.
