Police Jury, Registrar at odds over proposed cuts to budget

CROWLEY - A recommendation by the parish’s budget committee to eliminate a position in the Registrar of Voters office drew pleas for reconsideration from parish Registrar Billie Meyer here Tuesday night.
The last item on the otherwise routine agenda, except for the presentation of the monthly financial report, was to authorize the calling of a public hearing to receive comments on the proposed 2017 budget.
Included in that call is “the termination of a Registrar of Voters Parish employee” effective Jan. 1 2017, along with the hiring of a Bulk Waste Supervisor and the upgrade of a part-time landfill employee to a full-time position.
“I was never brought into the conversation ... never allowed the opportunity to defend this position,” Meyer told the police jury Tuesday night.
“This ‘position’ is a human being whose life is going to be turned upside down just to balance a budget,” she said, though she never named the person whose position is threatened.
Meyer went on to defend the position, explaining that the role of the registrar has taken on a much more technical aspect in recent years and that the person holding the targeted position handles much of the technical operation of the office.
Laura Faul, jury secretary-treasurer, pointed out that termination of the position would save the parish $32,113.47 (salary and benefits) over the course of a year and Peggy Romero, parish budgeting director, added that, in light of the fact that employees parishwide have taken 20 percent cuts in pay this year, “this amount is significant in balancing our budget.”
Romero added that other parishes of comparable size have a registrar and two deputy registrars and the elimination of this position would bring Acadia in line with those parishes.
Meyer said she has requested an opinion from the state Attorney General, to which Brad Andrus, parish legal counsel, recommended that the jury authorize him to also submit a request for a similar opinion.
“Attorney General opinions are only as good as the question submitted,” he said.
Andrus also pointed out that the matter facing the jury Tuesday night was only whether or not to call a public hearing on the proposed budget.
“You can’t make a decision on this employee here. The only question before you is whether or not you want to call a public hearing,” he said.
Jurors set the public hearing for 5:30 p.m. Tuesday, Dec. 13, the date of the next regular police jury meeting.
The only other matter of contention during the meeting was the appointment of a member to the Fourth Ward Drainage District No. 1.
Robert Guidry recommended the reappointment of Carl Dischler, but that was defeated by a 4-3 vote with only Chuck Broussard and Richard Faul joining with Guidry. Danny Hebert, Ronnie Fabacher, Kerry Kilgore and Jimmy Pellerin opposed. David Savoy was absent.
On Fabacher’s recommendation, Wendell Zaunbrecher was appointed to the seat.

Rayne City Council approves variance for RGH

Elevation reg waived for $8.5M expansion

The stage was set. Every seat in the city council chamber was filled and attendees spilled out into the hallway.
There was an audible shuffle as those fortunate enough to get a seat shifted and sat up when the agenda item was finally announced.
And then it was over.
With little fanfare, Lendell “Pete” Babineaux moved that Rayne Guest Home be granted the variance it sought regarding flood elevation requirements for its planned expansion. Curtrese Minix seconded. Kenneth Guidry and Calise Michael Doucet agreed and the variance was granted.
Councilman James “Jimmy” Fontenot abstained from voting, citing business dealings with some of the Guest Home owners.
At issue was a request from RGH that the city ordinance requiring all new construction be elevated to a height of 1 foot above the crown of the road be waived.
An $8.5 million expansion project planned at the Robert Street facility would have had to be raised nearly 10 inches higher than the existing facility to which it would be connected. This, according to RGH officials, would have caused undue hardship on residents.
The issue had first been presented to the council in October and was tabled for fear that the waiver would affect flood insurance premiums for citizens. That fear was proved unfounded.
“This is very positive for the community and, more important, for the residents of Rayne Guest Home,” said Karon Cook, president of the RGH board of directors.
Cook said that, if the variance had been denied, the facility would have moved north of Interstate 10.
“There was really no other option,” Ricky Bonin, administrator, said. ““There was no way we were going to put a slope in here. That was too dangerous.
“This way the revenue base stays in town. It’s good for the citizens of Rayne, our residents and our employees.”
Construction on the expansion project, which has been “in the works” for six years, had been scheduled to start the Monday after the October council meeting when the variance request was tabled.
“We should be able to start construction fairly quickly now,” Cook said after Monday night’s decision. “You might see some work out there later this week.”
It is expected to take 18 months to complete.

Allen James White

Funeral services will be held on Saturday, Nov. 19, at a noon service at Gossen Funeral Home Chapel in Rayne for Allen James White, 33, who died Friday Nov. 11, 2016, in Church Point.
Interment will be in the in Leger Cemetery in Rayne.
Survivors include three daughters, Tyaina Senegal of Crowley, Alliyanna White of Church Point and Latricia Dugas of Rayne; two sons, Allen James White III of Crowley and Travaite White of Crowley; parents, Allen Dale Guidry and Denise Patrice White Guidry of Rayne; sister, Jacqueline White of Rayne; two brothers, Jamaica White of Rayne and Jermaine White of Rayne; fiancé, Quinterra Charlot of Church Point; his three close friends, Ronald “Bev” Beverly, Anthony Sias and Robert “Goody” Goodwill.
He was preceded in death by his baby girl, Alliyanna White; maternal grandparents, Birdie White and Joseph White; paternal grandparents, Curtis Guidry and Lamae Guidry; two aunts, Brenda Edwards Thibeaux and Angella White; and two great aunts, Betty Arceneaux and Elnora Sias.
Pallbearers will be Robert “Goody” Goodwill, Justin Roberts, Christopher “Ducky” Beverly, Alex Sias, Cleveland Benoit, Fallon “Black” Goodwill, Neil Charles and Stefon Sias.
Honorary pallbearers will be Ronald Beverly Sr., Anthony Sias, Jamaine White, Jamaica White and James Edwards.
The family requests that visitation be observed in Gossen Funeral Home in Rayne on Saturday, Nov. 19, from 9 a.m. to noon.

Cynthia Melancon Reed

Funeral services will be held on Friday, Nov. 18, at a 3 p.m. Mass of Christian Burial at St. Joseph Catholic Church in Rayne for Cynthia Melancon Reed, 60, who peacefully joined Christ on Tuesday, Nov. 15, 2016, at her home surrounded by her loving family after a long and courageous battle with leukemia.
Interment will be in the St. Joseph Cemetery #2 Mausoleum in Rayne.
Rev. Kevin Bordelon, pastor of St. Joseph Catholic Church, will be the celebrant of the Funeral Mass and will conduct the funeral services.
Survivors include her loving husband of 33 years, Alan Reed of Baton Rouge; her adoring son, Barrett Joseph Reed of Baton Rouge; father, Charles “Buster” Melancon of Rayne; devoted two sisters, Charleen “Nanny”  Melancon of Carencro and Sharon M. LeTourneau and husband Paul of Boynton Beach, Florida; brother, Ricky Melancon and wife Anna of Rayne; and many nieces and nephews that she loved like her own children.
She was preceded in death by mother, Rita Mae Richard Melancon.
Cynthia was born on Feb. 6, 1956, in Rayne and attended all 12 years of school in Rayne. She had a strong passion for helping people with their physical, emotional and personal concerns and touched many live through her business at Herb’s Etc. where she practiced as a Natural Heath Consultant for over 20 years.
She never met a person she did not love and want to help. She was loved by so many people and will be deeply missed by all.
The family requests that visitation be observed in Gossen Funeral Home in Rayne on Friday, Nov. 18, from 10 a.m. to 2:30 p.m.

Thomas J. Garrett Jr.

COVINGTON - Memorial services will be held at 11 a.m. Saturday, Nov. 19, at Most Holy Trinity Catholic Church in Covington for Thomas J. Garrett Jr., 85, who died Wednesday, Nov. 2, 2006, at his son’s home in League City, Texas.
The family has requested that visitation be observed beginning at 10 a.m. at the church. Interment will follow the service at Dendinger Cemetery in Madisonville.
Survivors include his wife, Rita Lobue Garrett of Mandeville; two sons, Paris Garrett and wife Jill of League City, Texas, and Thomas Garrett III and wife Stephanie of Rayne; stepson Vincent C. Lobue Jr. and wife Ileana; three stepdaughters, Jan Lobue-House and husband Bob, Nancy Lancaster and husband Art, and Kelly  Dellsperger and husband Keith; son-in-law Cy Mehal; brother Larry Garrett and wife Heddy of Rayne; half-brothers Terry Murr and George Garrett; half-sisters Georgia Turgeau and husband Larry and Gail Slider and husband John; brother-in-law Lucian Castro; five grandchildren, Jerry and Hyness Garrett, and Garrett, Derrick and Nathan Mehal; and five great-grandchildren.
He was preceded in death by his parents, Thomas J. Garrett Sr. and Jeanne Arendt Garrett; daughter, Jeayrane Mehal; sister, Ruth Castro; and half-bnrother, William Murr.
Mr. Garrett was a native of New Orleans and a resident of Mandeville, He was retired from William Brothers Construction Co. of Houston, Texas.

Wendel R. Bertrand

Funeral services will be held on Thursday, Nov. 17, at 2 p.m. in the Duhon Funeral Home Chapel in Rayne for Wendel R. Bertrand, 62, who passed away on Tuesday, Nov. 15, 2016, at 1 a.m. in Crowley.
Pastor Finley, pastor of the Abundant Life Church in Rayne, will be officiating for the services. Burial will be in Ebenezer Methodist Cemetery in Crowley.
At the family’s request, visitation began Wednesday, Nov. 16, at 11 a.m. until 10 p.m. in the funeral home chapel. Visitation resumes Thursday, Nov. 17, at 8 a.m. until time of services.
Survivors include his wife, Sharon M. Bertrand of Rayne; four daughters, Leslie Bertrand of Beaumont, Texas, Jennifer Bertrand of Rayne, Tiffany Thomas of Eunice and McKinsey Simon of Arkansas; one son, Dylan Bertrand of Rayne; one stepson, Stony Meche of Rayne; one brother, Kevin Bertrand of Ebenezer; and seven grandchildren.
Wendel was preceded in death by his parents, Magnus and Marjorie S. Bertrand; one brother, Ricky Bertrand; and one sister, Alana Kim Guillotte.
