Multitude of activities keeping Rayne Chamber busy

It’s a busy time of year for the Rayne Chamber of Commerce.
There’s Mardi Gras Ball in January; the Louisiana Association of Fairs and Festivals Convention in February; Business Appreciation Banquet in March; Frog Festival in May — and those are the long-term projects that are still in the planning stages.
Of more immediate concern are the inaugural “Noel on the Trail” Christmas promotion in December and, even more urgent, the second annual First Responders Breakfast this week.
Because of the large response, and the fact that not all First Responders can “take off” at the same time, this year’s event has been divided into two.
First Responders from Rayne, including firefighters, police and reserve, ambulance personnel, sheriff’s personnel, etc., were invited to Frog City Travel Plaza for breakfast Wednesday, Nov. 9, and today (Nov. 10), from 6 a.m. to 10 a.m.
“It was a very big success last year and all the First Responders that attended said how much they appreciated it,” Fran Bihm, executive director of the Chamber of Commerce, told members of the board of directors during the monthly meeting on Nov. 2.
Also during that meeting, Bihm reported on a new initiative under taken by the chamber this year aimed at promoting local businesses and the concept of “shop at home” for Christmas.
“Noel on the Trail,” a take-off on the recent designation of Rayne as an official Old Spanish Trail City, will be held Thursday through Saturday, Dec. 1-3.
“Each business will be promoting their own specials as they see fit,” Bihm said. “We’re encouraging and supporting them with marketing and promotion.”
In addition, Bihm noted that the chamber will sponsor a decorating contest for participating businesses and will establish a “Noel on the Trail” promotional page on social media.
Other reports given during the November meetingh included:
• Mardi Gras Ball: Suzette Leonards, this year’s queen, reminded that the sixth annual Rayne Grand Court Mardi Gras Ball will be held on Saturday, Jan. 14, 2017, at the Civic Center.
Tickets are now on sale for the event, “which promises to be even bigger than last year’s,” she said.
Leonards also noted that, while dress code for the ball is “formal,” dark suits and cocktail dresses are permissible.
On a related note, Brian Mouton, who is heading up plans for the 2017 Rayne Mardi Gras Parade, said his committee is discussing a route change that would have units ending at the Frog Festival Pavilion for family-friendly games and activities.
• Board members planning to attend the LAFF convention at the Crowne Plaza Baton Rouge on Feb. 1-5, 2017, were reminded of the Nov. 30 deadline to turn in registration and fees.
• The 2017 Business Appreciation Banquet has been set for Thursday, March 16, at the Rayne Civic Center. More details on this event will be announced as the date nears.
• Jeremy Lavergne, Frog Festival co-chairman, reported that the committee continues to meet monthly as plans are being finalized for the May 10-12 event.
Lavergne said the musical line-up has been complete and that the committee continues to seek sponsors for the festival. Also, rules and regulations concerning vendors are being tweaked, he added.
James Montgomery added that area schools have been contacted regarding a poster contest for the 45th festival. Deadline to enter in Jan. 6. (See related story this edition.)

Jurors look to stiffen fine for litter bugs

Airport lease agreement revisions eyed

crowley - People who use the side of a rural road for disposal of garbage and white goods will face stiff penalties if one member of the Acadia Parish Police Jury has his way.
Kerry Kilgore wants to raise the current $500 fine on substantially on those who litter.
“I’d like to see us put a ‘2’ on the front of that,” Kilgore said following Wednesday night’s meeting of the police jury’s Legislative Committee.
While no figure was proposed during the committee meeting, a recommendation to increase the violation fine and call a public hearing on the proposed ordinance change is being forwarded to the full jury, which meets Wednesday, Nov. 9, at 5:30 p.m.
“This won’t pertain to people who throw a plastic cup in the back of their pickup and it blows out,” said Kilgore, who chairs the Legislative Committee. “We want to target and raise the fine on people who are deliberately dumping refrigerators, toilets, mattresses, etc. along our roadsides.
“It’s an eyesore,” he added.
Current parish law — Ordinance No. 745 —  stipulates that violators “shall be punished by a fine not more than $500 or by imprisonment for not more than 30 days, or both.”
Jurors also will look at a proposal to clarify lease/rental agreements at LeGros Memorial Airport.
Chuck Broussard, chairman of the Airport Committee, explained that the proposal is an effort to “get everyone on the same page so that no one is perceived as getting any special treatment.”
The recommendation to the full jury includes:
• If an individual or business would like to build a hangar at the airport, the jury will lease the property to them at a rate of 10 cents per square foot per year.
• Any individual or business who builds a hangar will have to provide proof of the cost of the building.
• The owner of any hangar measuring 50 feet by 50 feet or larger will receive one year of free rent for every $5,000 spent on the hangar.
• The owner of any hangar measuring 49 feet by 49 feet or smaller will receive one year of free rent for every $2,500 spent on the hangar.
• All new hangars built will require their own water meter and utility pole.
Pertaining to the rent “exemptions,” Broussard pointed out that there will be a maximum of 20 years.
“In other words,” he explained, “if you build a $100,000 hangar, you get 20 years of free rent. If you build a $110,000 hangar, you still get 20 years of free rent.”
Laura Faul, jury secretary-treasurer, added that the water meter and utility pole stipulation is being added because “we have an issue where the parish is paying most of the water and electricity at the airport. We’re trying to get away from that.”
While other “tweaks” to the lease agreement were thrown out during the committee meeting, only those presented by Broussard will be considered when the jury meets on Nov. 9.
The jury’s Road and Bridge Committee is recommending that the jury accept the low bid of $81,337.41 submitted by L&R Construction Co., Inc., of Kaplan  for the bridge replacement project on Charlie Arceneaux Road.
Three bids were received ranging from L&R’s low bid to a high of $99,950.
Michael “Pee Wee” Schexnider, parish road manager, noted that L&R currently is working on the bridge replacement project on Connie Road.
“They should be finished there in a couple of weeks then they’ll move to Charlie Arceneaux,” he said.
That’s contingent on the jury’s approval of the committee’s recommendation.
The regular police jury meeting, usually held on the second Tuesday of each month, was pushed back to Wednesday because of the presidential elections.
Committee meetings, normally on the first Tuesday, were delayed one day because the courthouse was closed on Nov. 1 in observance of All Saints Day.

Marie E. Broussard

Visitation was be held on Friday, Nov. 4, from 4 p.m. until 8 p.m. in the Duhon Funeral Home Chapel in Rayne to celebrate the life of Marie E. Broussard, 78, who passed away on Wednesday, Nov. 2, 2016 at 4:57 a.m. at Lafayette General Southwest Hospital in Lafayette.
Survivors include one daughter, Renee and husband Kevin Cormier of Duson; one son, Gary Porter of Boston, Massachusetts;  two step sons, Craig and Ned Broussard; two grandchildren, Amber Cormier of Lafayette and Mackeneze Cormier of Duson.
Ms. Broussard was preceded in death by one son, Steve Porter; her parents, Benjamin and Lucille Gosk.

Shirley Mae Navarre Romero

A Mass of Christian Burial for Shirley Mae Navarre Romero, 75, of Rayne, was celebrated on Saturday, Nov. 5, at 10 a.m. in St. Joseph Catholic Church in Rayne.
Father Samuel Fontana served as celebrant. Interment followed in St. Joseph Catholic Cemetery No. 2 in Rayne.
Visitation was held on Friday, Nov. 4, from 11 a.m. until 9 p.m. in Gossen Funeral Home in Rayne, with a rosary being recited at 7 p.m.  Visitation continued on Saturday from 8 a.m. until 9:30 a.m. in the funeral home.
Mrs. Romero passed away on Thursday, Nov. 3, 2016, at 11:32 a.m. in Crowley.
Survivors include her daughters, Tammy R. Saltzman and husband, Harry Lee of Rayne, and Christine R. Istre and husband Wayne of Rayne; daughter-in-law, Stephanie Romero of Crowley; sons, Terry Romero and wife Julie of Crowley, and Murray Romero and wife Joan of Indian Bayou; grandchildren, Heather Romero, Wilfred Romero III, Heidi Meaux, Dylan Romero, Dennis Romero, Nicholas Romero, Josie Hebert, Perry Romero II, Mandy Istre, Myra Istre, Wayne Istre II, Gaven Istre, Megan Istre, Taylor Istre, Crystal Abshire, Brandon Romero, and Nicole Alleman; step-grandchildren, Dustin LeBlanc, Cory LeBlanc, Bryce LeBlanc, Jessie Romero, Ashlyn Guidry, Jacob Istre, and Haylee Istre; and great-grandchildren, Jasmine-Love Istre, Jalaiana Istre, Evelynn Grace Istre, Schoen Desormeaux, Rhett Meaux, Donald Coffey, Always True Hebert, Breanna Hebert, Logan Abshire, Kristyn Abshire, and Kaylee Abshire.
Preceding Mrs. Romero in death were her husband, Wilfred James Romero Sr.; and three sons, Infant Perry J. Romero, Perry J. Romero I, and Wilfred J. Romero Jr.
Serving as pallbearers were Murray Romero, Wilfred Romero, Perry Romero II, Dennis Romero, Wayne Istre II, and Charlie Faulk.
Named as honorary pallbearers were Nicholas Romero and Wayne Istre I.
Giftbearers were Heather Romero, Heidi Meaux, and Myra Istre.

Virginia Young Yokum

BRANCH - Funeral services will be held at 11 a.m. Saturday, Nov. 12, at Maryland Chapel CME Church in Branch for Mrs. Virginia Young Yokum, 96, who died Friday, Oct. 28, 2016 at the Lafayette home of one of her daughters.
Interment will be in the Branch Cemetery on Louisiana Highway 365.
The family has requested visitation at Maryland Chapel CME Church from 9 a.m. until the time of services on Saturday, Nov. 12
Virginia Young Yokum — or “Ms. Peggy,” “MawMaw” or “Mom,” as she was known to family and friends — was born in Branch on April 10, 1920, to Mr. and Mrs. West Young Sr.
She was married to the late Joseph “Wash” Yokum for 68 years. Three daughters and one son were born to that union.
She attended schools in Acadia Parish.
Mrs. Yokum is survived by three daughters, Dolores Batiste (Walter Jr.) of Los Angeles, California, Geneva Yokum Jenkins (James Jr.) of Lafayette, and Ronnie Faye Yokum-Taylor of Lafayette; one sister, Mrs. Mary Jane Fontenot of Beaumont, Texas; five grandchildren, Cazzi Batiste (Taneka) of Gardenia, Cigi Batiste of Los Angeles, Sheffield Taylor II of Lafayette, Randi Taylor of Houston, Texas, and Travis Citizen of Church Point; and six great-grandchildren, T’Andra and Talani Batiste, Brycen Joseph Thibodeaux, Tyler and Tyra Citizen and Ka’Myron Singleton.
She was preceded in death by her husband, Joseph “Wash” Yokum; son, Rodney Lee Yokum; parents, Mr. and Mrs. West (Alma Rogers) Young; and siblings, Peaches Young of Branch, Chaney Johnson of Beaumont, Elma Guidry of Branch, David Young of Church Point, Isaiah Young of Norfolk, Virginia, Russel Young of Branch and West Young Jr. of Beaumont.

Clifford E. Jobe Sr.

It is with heavy hearts that the family of Clifford E. Jobe Sr. announces his passing on Sunday, Nov. 6, 2016, at his home at the age of 85 with loved ones by his side. A Celebration of Life will be celebrated at 1 p.m. on Tuesday, Nov. 8, at Mowata Baptist Church. Burial will follow in the Mowata Baptist Church Cemetery with Pastor Glen Howie officiating.
Clifford was born on a cold winter Sunday on Nov. 23, 1930. A drunken doctor delivered him in a worn out cabin in Atkins, Arkansas, where the logs had as much space between them as the breadth of two fingers. The youngest son of an oilman he would spend his school years traveling with the oilfield as his father moved from prospect to prospect. In 1944 there was a shortage of “hands” working in the oilfield due to the war and at the age of 13 he started helping his father on the rigs. He would continue working in the oilfield during the summers before graduating from high school at the age of sixteen. He was an accomplished high school boxer and earned an athletic scholarship to McNeese College. While in college he continued to box and also played on the football team. In 1950, on December 2nd Clifford married Frieda Hopkins. He continued his career in the oilfield but also continued to box with Golden Gloves becoming Golden Gloves Champion in 1954. After the Championship he quit boxing and spent his time working and raising his family. However, he continued to be involved in the community by joining the Masonic Blue Lodge where he would become a 32nd degree Mason and would also join the Scottish Rite and become a Shriner as well. Later he would also become a member of the Gideons, an organization with a mission that he dearly loved and devoted much time. In addition to that, he spent early Sunday mornings as part of a jail ministry. He also served as a Deacon at the Mowata Baptist Church. He was a loving husband, father, grandfather and friend, will be missed dearly by all who knew and loved him, especially his loving wife of 65 years, Frieda Jobe of Eunice; sons, Clifford Jobe Jr. and wife Catherine of Lafayette and Brian Jobe and wife Ann of Alexandria, Craig Jobe and wife Shirley of Troup, Texas; daughter, Jackie Pitre and husband Keith of Lafayette; sister, Gerry Jobe Richard and husband, Martin of Breaux Bridge; 14 grandchildren, Cassie Jobe, Carrie Jobe, Caitlin Jobe, Callie Broussard, Joshua Pitre, Aaron Pitre, Caleb Jobe, Luke Jobe, Eli Jobe, Madison Jobe, Nicholas Jobe, Nathaniel Jobe, Maximilian Jobe and Arden Jobe; four great-grandchildren, Kobe Pitre, Jacques Pitre, Adrian Curelariu and Mya Jobe; as well as extended family and friends.
He is preceded in death by his parents, William and Bernice Cothren Jobe; and brothers, Dickie Jobe and Burl Jobe; sister, Alena Thayer; and grandson, Ian Jobe.
At the request of the family, visitation will be held at Ardoin’s Funeral Home in Eunice on Monday, Nov. 7, from 3 p.m. until 8 p.m. and again on Tuesday, Nov. 8, from 8 a.m. until time of services.

Marie D. Aguillard

Funeral services will be held on Tuesday, Nov. 8, at 2 p.m. in the Duhon Funeral Home Chapel in Crowley for Marie D. Aguillard, 92, who passed away on Sunday, Nov. 6, 2016, at 12:55 a.m. in the St. Joseph’s Carpenter House in Lafayette.
Deacon Gary Gaudin, from St. Anthony’s Catholic Church in Eunice will be officiating for the services. Burial will be in the Woodlawn Cemetery in Crowley.
The family has requested the visitation be held on Monday, Nov. 7, at 4 p.m. until 8 p.m. Visitation will resume on Tuesday, Nov. 8, at 8 a.m. until time of services. A Rosary will be recited on Tuesday, Nov. 8, 2016 at 1 p.m. in the Funeral Home Chapel in Crowley.
Mrs. Aguillard was a former resident of Crowley where she enjoyed tending to her flowers and plants and visiting with her children and grandchildren. In recent years, since her dear husband’s passing, she lived at La Maison De Lafayette in Lafayette where she still enjoyed visits and positively lit up when her great-grandchildren visited. Mrs. Aguillard was also one of 10 daughters to the late Leo and Hermina Doucet.
Survivors include two sons, Larry and wife Linda Aguillard Sr. of Addis and Ronald and wife Michelle Aguillard of Crowley; three daughters, Anna and husband Ronald Breaux of Sulphur, Katherine and husband Buddy Churchill of Enid, Oklahoma, and Patricia and husband George Reed of Youngsville; eight grandchildren, Ronald Jr. and wife Anne Breaux of Slidell, Randall and wife Connie Breaux of Centerville, Adrienne Nicole Breaux of New Orleans, Larry Jr. and wife, Wendy Aguillard of Baton Rouge, Justin Churchill of Prairie Grove, Arkansas, Erica and husband David Fields of Woodstock, Georgia, Maranda and husband Randall McElwee of Eunice and Lindsay and husband Joshua Regan of Youngsville. She was blessed with 17 great-grandchildren. She is also survived by two sisters, Lilly Higginbotham of Church Point and Rita Marks of Opelousas.
Pallbearers for the services will be Larry Aguillard Jr., Randall Breaux, Ronald Breaux Jr., Joshua Regan, Randall McElwee and Ian McElwee.
Mrs. Marie was preceded in death by her husband of 69 years, Leit Aguillard; her grandson, Christopher Burzynski; and her great-grandson, Carson Aguillard; and her parents, Leo and Hermina Doucet.
